Ponto's Last Open Lot and the Carlsbad Park Math Buyers Rarely Check

October 22, 2026

On Oct. 8, the California Coastal Commission voted 7-4 at the Oceanside Civic Center to approve land-use changes for Planning Area F. That is an 11.1-acre vacant property near South Ponto Beach, and for years it has been the subject of one of Carlsbad's longest-running land fights. The hearing lasted about five hours, and 93 people spoke. Most of them opposed housing on the site, but the vote cleared the way for H.G. Fenton Co.'s proposed PI Townhomes.

If you're comparing homes in coastal South Carlsbad, a park debate can sound like neighborhood politics. It's also a record of how open land around a home gets decided. Under Carlsbad's own accounting, the neighborhood whose residents asked for a park doesn't count as short of parkland. Under state housing law, land already designated for homes is difficult to take back.

Two Ways to Measure the Same Neighborhood

Residents and the city disagree about Ponto mainly because they're counting different things.

The advocacy group People for Ponto measures by distance. Speaking to KPBS, co-founder Michael Sebahar said that "over 2,000 homes here" lack walkable or bike access to a public park. He said the closest coastal house west of the railroad would have to travel 2.2 miles to reach one. The group also says North Carlsbad has 10 coastal parks totaling about 37 acres, while South Carlsbad has none.

The city measures by quadrant. As The Coast News reported, planners assess park obligations at the quadrant level, not the neighborhood level. The city's Growth Management Monitoring report found that all four quadrants exceed the standard of three acres of community or special-use parkland per 1,000 residents.

Here is how the two measurements compare:

Measure What it counts What it shows for Ponto
Walking and biking distance How far a coastal home west of the railroad is from a public park 2.2 miles, according to People for Ponto
Quadrant standard Acres of community or special-use parkland per 1,000 residents across the whole quadrant All four quadrants exceed 3 acres, according to the city's monitoring report
Citywide credit Large parks counted as serving the entire city Veterans Memorial Park counts toward the southwest quadrant even though it is elsewhere

The last row explains the gap. inewsource reported that the city acknowledged a park deficit in southwest Carlsbad. That deficit would be closed by Veterans Memorial Park, which isn't in the southwest quadrant. Because the city counts that park as serving everyone, southwest Carlsbad won't be treated as deficient. The city's project page describes Veterans Memorial Park as a planned 93.7-acre community park. Construction began in July 2026 and is expected to take about two years. Ponto's park adequacy on paper therefore depends on a construction site miles away that isn't scheduled to open until around 2028.

The same inewsource story reported that, of the nearby parks the city listed at the hearing, four are south of Batiquitos Lagoon in Encinitas. The other two are miles north of Ponto and east of Interstate 5.

Thirty-Plus Years of Paperwork on One Parcel

The quadrant math explains why the city didn't treat Ponto as a park shortfall. The zoning history explains why housing was already in place as the default.

  1. 1993. The Poinsettia Shores Master Plan left Planning Area F as a "Non-Residential Reserve." Any development required a further amendment and consideration of lower-cost visitor lodging or recreation, including a public park, west of the railroad.
  2. 2010. The Coastal Commission rejected the Ponto Beachfront Village Vision Plan, citing inadequate consideration of public recreation and lower-cost visitor accommodations.
  3. 2015 and 2016. Carlsbad's General Plan designated the land east of Ponto Drive for residential use at 19 to 23 units per acre and the western portion for general commercial. The City Council approved those designations in 2015, and the Coastal Commission followed in 2016.
  4. 2021. In January, the council voted 4-0 to have staff return with strategies for open space and recreation on Planning Area F and other coastal properties. In October, it approved the citywide Local Coastal Program update 3-2.
  5. September 2022. H.G. Fenton bought the 11.1-acre parcel for less than $8 million.

The price history shows the economics underneath the debate. The Coast News reported that the former owner's attorney had valued the property at more than $40 million, while the county assessment was $15 million. People for Ponto asked the council to buy the land for $15 million. Earlier, the group said it had offered a price benchmarked to the nearby Kam Sang property's 14-acre purchase at $1.4 million per acre. The land later sold for less than any of those figures. Coastal Commission staff noted that the city hadn't funded a purchase and the owner hadn't offered the land for sale. A park on private land needs a public buyer with a budget, and the record shows none came forward.

Why the Designation Only Moves in One Direction

Even if a buyer had appeared, a second constraint applies. At the hearing, Carlsbad's assistant director of community development, Eric Lardy, pointed to state housing law. KPBS reported his words this way:

"You cannot downzone any residential site unless you can currently upzone an additional housing site."

Lardy added that as Carlsbad approaches buildout, it's getting harder to find undeveloped coastal-zone land that could offset development. The city also noted that the property is privately owned and that designating it as parkland wouldn't guarantee a park gets built.

The law behind that statement is the Housing Crisis Act of 2019, known as SB 330, as amended by SB 8. SB 8 extended it to Jan. 1, 2030. The statute generally bars affected cities from reducing residential intensity below what zoning allowed on Jan. 1, 2018. There's an exception when the city concurrently changes other parcels so there is no net loss of residential capacity. SB 8 also states that it doesn't supersede the Coastal Act. The state housing department keeps a page on which cities are affected. How the law applies to this particular parcel is the city's stated position. The statute itself leaves room for an offsetting rezone.

The commissioners appeared sympathetic to the park request but said it fell outside their role. KPBS quoted Commissioner Dan Kalmick saying the commission was there "to identify coastal resources, and not compel, I think, a land use decision on this, making a nexus to create a park."

The same rules apply beyond Ponto. In July, the City Council approved a five-story, 50-condominium mixed-use building at 840 Carlsbad Village Drive by a 4-1 vote, including six waivers granted under state law. When a South Carlsbad buyer looks at vacant land next to a home, the more useful question is what that land is designated for today, not whether it stays empty.

This is general information, not legal advice. If a nearby designation affects your purchase, confirm the details with a land-use attorney or the city's planning staff.

What the Approved Plan Puts on the Site

Commission staff recommended splitting the western portion of roughly three acres into three districts. One allows up to 3,000 square feet of small visitor-serving commercial space. One is for removable, at-grade visitor uses near the beach and campground. The third is for habitat restoration and public trails, protected by a deed restriction. H.G. Fenton's vice president of development, David Gatzke, described the western piece, F West, as about 3.8 acres, according to KPBS. Staff said the western portion keeps open the option of moving Carlsbad Boulevard or the South Carlsbad State Beach campground inland as sea levels rise.

The affordable-unit count differs depending on the source. KPBS reported 120 rental townhomes including 24 affordable units. The Sept. 24 staff report described up to 120 units including 18 affordable.

The plan isn't final. The project still needs Carlsbad City Council approval. In July, before the commission vote, The Coast News reported that a council hearing was expected "early next year." People for Ponto, which says it has gathered more than 20,000 petition signatures and messages of support, has said it will keep pressing for a park.

H.G. Fenton is already a Ponto neighbor. Its built-for-rent community, Tower24 Ponto Beach, opened in November 2025 on a 4.64-acre former storage site. According to its architect, KTGY, the rail line is its immediate neighbor to the east, with single-family homes beyond. A separately announced second phase is in design review.

Reading the 92011 Numbers With This in Mind

In September 2026, the North San Diego County REALTORS Marketwatch report showed a 92011 median sale price of $1,845,000, up 37.7% year over year. That figure came from only 15 closed sales. Homes sold in a median of 32 days and brought in 97.1% of original list price. With 15 closings, a few coastal sales can move the median that far, so the jump says more about which homes sold that month than about a 38% repricing. For comparison, the same September report shows 92008 at $1,800,000 and 92009 at $1,480,000. Those figures combine detached and attached homes, and neither median reflects what a specific street is next to.

Questions Buyers Ask About Ponto

Is Planning Area F going to be a park? The Oct. 8 vote approved land-use changes for housing on the eastern portion and limited uses on the western portion. The City Council still has to act on the project.

Where are the public outdoor spaces near Ponto today? The north-shore trail at Batiquitos Lagoon runs 2.7 miles and is open dawn to dusk, with dogs on leash. South Carlsbad State Beach has beach stairs, picnicking and outdoor showers. Poinsettia Community Park covers 42 acres at 6600 Hidden Valley Road and includes a dog park.

Does the quadrant standard apply anywhere else in Carlsbad? Yes. The Growth Management Monitoring report applies the same three-acre standard to all four quadrants.
